Information for the exporters and importers
(general information)

          The important factor of cooperation between Ukraine and the Czech Republic is the profitable trade. Volumes of trade between both countries are smaller than in times, when the countries were the members of Council of Economical Assistance (CEA).

          Today neither Czech Republic, nor Ukraine do not enter to the list of the first ten trade partners of each other. And that's why any country, is not satisfied by the state of trade and economic relations between them. So, according to the statistic data of the Czech Republic, the mutual trade turnover between the Czech Republic and Ukraine has compounded in:

  • 1999 - CZK 10,1 billions (or 0,5 per cent of common external trade turnover of the Czech Republic);
  • 2000 - CZK 14,7 billions (or 0,6 per cent of common external turnover of the Czech Republic);
          Thus the Czech Republic had a negative trade balance in trade with Ukraine in:
  • 1999, in amount of CZK 1,9 billion;
  • 2000, in amount of CZK 3,5 billion.
          According to the State customs of Ukraine data the total volume of a trade turnover between the Czech Republic and Ukraine in the term from 1.1.2000 till 31.12.2000 has compounded (without barter operations):
  • on import - 162 593 thousand US dollars;
  • on export - 188 730 thousand US dollars.

          Thus, in import it has compounded only 1,1 per cent and in export 1,3 per cent of total external trade turnover of Ukraine.
          In the period from 1.7.2001 till 31.10.2001 the total volume of the trade turnover between the Czech Republic and Ukraine has compounded:

  • in import - 71 929 thousand US dollars (1,4 per cent);
  • in export - 64 724 thousand US dollars (1,2 per cent).

Customs tariff policy of the Czech Republic

           The modern customs tariff system of the Czech Republic has more than 100 000 import customs, the amount and order of payment of which depends on a kind of the goods and country of origin. On the contrary, for the exporters of the Czech Republic today there is no export customs on any goods (as there is no also transit tariff).

           The customs tariffs and customs payments in the Czech Republic are regulated by the Main legal document - Order of the Government Law is Akt No 318/1999 of the Czech Republic. This order establishes the kinds (common, contractual etc.) and tariff rates. The customs tariff for 2001 one can find in theb Law is Akt No 441/2000 Coll.
           Except the customs tariffs the Czech Republic applies also customs quotas, which basically concern importation. To track the information on customs quotas (including contractual) is possible with the help of Electronic information system of Customs Office of the Czech Republic. Besides that General Customs Office, with the aim to satisfy the requiriments of the importers annually edits - "The Czech Integrated Tariff".


Customs tariff policy of Ukraine

          The customs-tariff regulation in Ukraine bases on the constant analysis external activity of Ukraine. It is directed on fostering of development of trade relations with other countries, achievement of a positive balance in a balance of foreign trade of the state, support of the own commodity producer and protection of the internal market.

          By the basic legislative document, which regulates the customs tariff policy of Ukraine, there is a Decree of a Cabinet of Ministers of Ukraine "About the Unified customs tariff of Ukraine" (from 11.1.93 No 4-93). On January 1, 1997 the kinds of the rates in the Unified Customs Tariff had the following dealing: ad valorem - 78,6 per cent, combined - 19,5 per cent, specific - 2,4 per cent.
          Besides the rates of an import customs are established (regulated), by Laws of the supreme Body of Ukraine and Orders of a Cabinet of Ministers of Ukraine. Since 1994, 37 orders concerning the changes of the rates of an import customs were accepted only by Cabinet of Ministers of Ukraine.
          Above-stated is connected with the fact that the Unified Customs Tariff was approved in January, 1993. Therefore, on the ground of the conforming normative - legal act of Ukraine, is introduced changes in more than 95,4 per cent of basic tariff rates.
          Moreover, today the New Customs Tariff of Ukraine (CTU), which will have integrated nature and will base minimum on nine-signed code system is under preparation. The work on the CTU will be possible after an intrusion of the Ukrainian Classification of the Goods of External Activity - UKTZED (national version of the qualifier of the Documentary nomenclature of external trade activity), based on the Harmonized system of the register and coding of the goods of 1996.
           Except the customs tariffs (basically for the importers) the system of indicative prices for some sorts of production which one is exported from Ukraine.
