One of the main factors of economic development is creation and operation of the free economic zones. Such kind of zones (FEZ) and also areas of priority development (PDA) are existing in Ukraine. These zones and areas is a part of terrain of Ukraine, on which a special legal regime of economical activity and order of application and operatings of the legislation of Ukraine are established. The main difference between FEZ and PDA is the following: FEZ are formed with the concrete, legible purpose and on rather small terrain, and PDA forms in terrains in administrative limits of regions, cities (i.e. PDA in Kharkov) or regions (PDA in Zakarpatsky region). |

According to
the data of the Ministry of
economy and european integration of Ukraine (as at November 1, 2001)

FEZ and 9 PDA were registered. The total territory under FEZ and
PDA is 6360 thousand of hectares, or 10,5 per cent of terrain
of Ukraine. FEZ and PDA are existing in 12 regions of Ukraine. This
kinds of zones and areas are diffused for 41 districts and 58 cities
of Ukraine.
